Hi from personal experience when the filter housing is that stuck it will normally end in tragedy when trying to remove it, you  would be better served buying a new housing and then try taking the old one off with as Pilch said a wall drive socket, attach that to a long 1/2 inch drive extension driven with a longer breaker bar if it comes off all well and good 

if not you can pull out the old housing in bits and change it. 

I would change it either way, the problem lies with the rubber seal on your existing housing as whoever put it on last time did not give the seal the age old preparation of a smear of fresh oil before it goes in, this means its harder to tighten because the seal is dry and gripping on the female part of the alloy chamber so the tendency is to over tighten the plastic housing which in turn stretches the nylon threads and deforms them.

If you fit any plastic filter housing it good practise to lubricate the seal with a drop of oil and wipe the threaded part of the housing with a piece of kitchen towel soaked in silicone spray and then tighten to the correct torque value as stamped on the plastic housing.

Yes, I would take it for granted the OP has a new housing to go on before removing the old one however it ends up

Often rubber seal is never replaced, cover is then jammed tighter and tighter so as not to leak.

 

Just noticed something strange with posting sequence. When I added my reply to OP it was first reply suggesting alternative wrench.

I would buy a replacement top filter cover and break this one off.

 

If it's stuck, it'll crack before it comes loose.
