Restoring headlights

I split my headlight to spray the chrome piece. While the lense has been off I decided to restore them as best I could. Iv wet sanded outside in various grades of sandpaper no problem. But in my wisdom decided to do the inside, thats when things went wrong. Iv sanded and sanded and sanded, also using cutting compound but I cannot clear the lense again. I dont understand what im doing wrong. Has anyone had this issue?

The pictures don't do justice to how 'cloudy' the lense has gone.
