It doesn't really break, not at first anyway, I think it just becomes so crapped up with dirt over the years it stops being able to open/close fully. So it still works to a degree, but when the airflow increases the valve starts bobbing up and down and letting air through when it shouldn't. And due to the design of the system, it makes that signature noise... like someone farting down a hose pipe in rapid short bursts.
That does look like the gasket for it, but honestly I wouldn't have thought you could fix the farting moose by replacing that alone. I suppose if the gasket was severely corroded and letting air through it then it may make a noise but I expect it'd sound more like a vacuum leak, added to which you'd likely get rough idle if not stalling issues.
Cleaning it can work but it depends how far gone it is. I tried cleaning mine but it only stopped it moosing for about five minutes before it started doing it again. But, mine had been moosing for years - I just ignored it until it finally got worse and started to really annoy me. Maybe if I'd cleaned it when it first started to moose I may have got a few more years out of it.
I've also seen people recommend the "anti moose pipe" which replaces a vacuum line with something longer and thicker - all that does is mask the sound being made in the pipe, it doesn't actually fix the problem. Ultimately, I think the only real fix is to just bite the bullet and replace the valve with a new one. I got one off ebay for 40 quid and it came with a gasket too and my car hasn't farted since.
Edit: Although it has developed a severe drinking problem but that's likely unrelated to the IACV.
