Auto Headlamps are part of the ENCAP crash score and cannot be permanently turned off.
Eventually all cars will have no light switch, like some motorbikes, just fog lamp switches.
This is to prevent (irresponsible people) who have DRLs fitted driving around at night with no rear lights on

However many manufacturers are now enabling the rear lights to be permanently on as well. 2018 on Audi A4's have this. I have also programmed mine, 2016 model A4, to have Scandinavian rearlights. It's not that any driver deliberately drives around thinking that as the front drl's are on so they don't need to turn their headlamps on, the same people probably used to drive in the dark with no lights on at all. I think you might be giving them far more credit than they deserve;-)
